Delaware County is the home of Garfield the cartoon cat, whose creator, Jim Davis, grew up in nearby Fairmount. Davis, whose business, Paws Inc., is headquartered just outside Muncie, got his start with another Muncie cartoonist, Tom Ryan, creator of Tumbleweeds.

In 1997, the business community under the leadership of the Muncie-Delaware County Chamber of Commerce, made a five-year commitment to an education initiative that includes a number of Business-Education Partnership programs. One in particular, the School-To-Work (STW) program, is aimed at providing every high school student in East Central Indiana with at least one work experience while still in school.
