Population: 29,060 In anticipation of the Millennium, the Office of the Mayor of Portage and the Portage Area Chamber of Commerce developed a "Winning Community" program in 1998. This consisted of 45 citizens representing all aspects of the City who met together every two weeks for a period of four months.

The purpose was to determine where we are in Portage, where we would like to be and how to get there.

The result was a "Vision & Action" Plan consisting of specific projects, timetables for accomplishment, responsibilities and estimated costs. These projects covered:

Redevelopment of the Downtown Area

Transportation

Community Involvement

Government Facilities & Services

Recreation & Health Facilities

On May 28, 1998, Judy O’Bannon, wife of Indiana Governor Frank O’Bannon and Chairman of the Indiana Millennium Task Force, spoke at a luncheon meeting when the "Vision & Action" Plan was presented to the public. The First Lady complimented Portage on the project as a way to mark the dawn of the new Millennium.

The Portage Chamber is proposing that a capsule be buried this millennium year to be opened in 25 years. The "Vision & Action" Plan will be included as well as this Portage Profile Publication.
